2003 Saturn L300 fuel pump?

I live in las vegas and since the temperature has gone up my car has started dying. I replaced the battery so I know its not that. It only dies when my foot is not on the gas as I come to a stop or at an idle. It will somtimes do it early in the day but mostly in the late afternoon and eavening. When it dies sometimes it will start right back up but sometimes it takes like 30 minutes to start. It sounds like it wants to turn over but never makes that final vroom to start, so I sit where I am at for about 30 and it starts right back up. Could it be the fuel pump or something else?

If it refuses to start don't wait for nothing- do below to find out if its fuel or spark problem that's causing it not to start-something has to give.

Get a helper disconnect a sparkplug wire or 2 and ground it to the engine atleast 3/16 away from ground-have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, coil's resistances, cap and rotor, distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it
