RAP Fuse Panel?

When I have the RAP panel plugged in my car it does not turn over and all of my gauges like gas, PRND, and stuff also quit working. When I take a 7mm and unscrew the RAP that all the wires run into my car starts, and all my stuff works, but then my driver side speakers and all my windows quit working. What is going on with this?

RAP Fuse Panel? Do you mean the RAP circuit breaker? Can you please upload an image or short video of the problem? You could have a bad ground from the engine to the body so I would check that first.

Yes, the box under the fuse panel with all the wires running into it. When I unscrew it and pull it out my car would start but if it’s plugged in and the screwed back down my car won’t start.

When it’s like this my car would start but my windows won’t roll down. And when I plug it back in my radio quits working because it blows the fuse and my gas gauge and my PRND and some of my other gauges quit working.

The description sounds like two things, one is pin fitment. IE there is at least one of the connectors in that block that isn't lined up properly and it shorts out and blows the fuse. At the same time there is at least one power connection through the terminal block that is loose, Loosening the block makes the short go away and pulls the loose pin up some so it connects better. Remove the terminal block and flip it over so you can see the areas the pins on the panel fir into the connections in the block. Look for discolored or damaged pins or one that is melted. Look at the pins in the fuse panel as well, look for bent or damaged pins. Then take a finger and gently use something like a plastic or wood dowel to move the pins, if you find any that are loose or push in you found the problem.

That is connector C2. This is the connector pinouts but they are laid out as if you are looking into the face of the connector as it is installed so row one is to the right and would be the row toward the front of the car. That layout can drive you crazy if you read it like it is installed in the car.
