Stereo display shows one line in the middle when turned on, shows two when I play with volume, stations, menu etc.
(Fuses are fine)

Looks like you will need a new ICM Infotainment Control Module. That module is not going to be cheap since it is part of the most Network.

Am I able to replace the whole radio at a stereo store? Like do I have to have it programmed at a Volvo dealership?

There really isn't many radio shops that can do the modification because of the fiber optic cable transmit the audio data to the amplifier. If you are in L.A. There is one shop I have seen that can do such modifications since the climate control is indicated with the ICM.

Replacing the ICM would require a software download to configure the new init to your vehicle.

That looks a lot like a failed zebra strip that connects the display panel to the board behind it. The thing is that it's not just a radio. There are a few of them available on Ebay at around 100.00 for the display head itself.
