Radio and power passenger seat not working. CEM going out?

Hello. Since I have owned my car, the radio and power passenger seat has not worked. I have tested all fuses in the fuse box by the drivers door as well as the one in the cargo area and they all have 14.24 volts on both sides of the fuse when the car is running. I tried another hu850 from an 05 v70 and it did not work either. I am getting only 5.4 volts to the switched power wire on the radio connector as well as the accessory outlet. I do have 12 volts to the constant wire on the radio connector. I checked fuse 28 on the cem, and that fuse is only getting 5.4 volts on each side of it. Is the cem bad? Or is there somewhere else I should check for voltage?

Sorry for the late reply. I tested all of the fuses in the block hidden behind the battery in the diagram and they are all good, full continuity and nothing blown. Every other fuse until you get to the cem is the same story with over 12v at all of them. Thoughts?

Are you getting power down at any of the motors? If not then it sounds like the seat module has gone bad.

Please let us know what you find.
