All brand new spark plugs but the car still won't start?

My mechanic replaced the fuel pump on my 97 olds bravada, he also replaced a fuel valve and all brand new spark plugs but the car still won't start, he says it seem like the car is getting to much gas at the plugs, please help I can't put another dollar into this thing.

Hello,

It sounds like you might have a faulty fuel pressure regulator. When a regulator fails it can either provide no/low fuel of too much fuel.
Check the fuel pressure. There is a port on the fuel rail that you can use to test the pressure.
You will need to use a fuel pressure test tool, which you can rent from any of your local parts stores.
This vehicle should have 60-66 PSI of fuel pressure with the key On and engine Off.
