1997 Bravada starting problem

My 1997 bravada will only start with starting fluid and it stalls while driving. I have replaced the ignition and my fuel pump does engage. Any ideas?

Check fuel pressure needs to be 60 psi

If it doesn't have 60 psi then does that mean it needs a new fuel pump?
