Air conditioner is not working

I have no air conditioner and no power steering, and when I checked under the hood there is a bolt missing. Also, right below where that should be is a cylinder looking object I believe to be a pulley which looks very worn. How do I fix this?

Kind of sounds like your belt has worn out as well as a pulley or tensioner. You will need both. But we need to know what engine is in it to send a diagram if we have it. You might have a pulley worn as well.
