1984 Jeep CJ7 Jeep will not start

I cannot get my 1984 Jeep CJ7 to start. It will turn, and if I spray starter fluid in the carburator it will fire, but will not stay on. I checked the fuel filter and it is clean. I pulled the hose from the carburator side of the filter and cranked the engine, and gas spurted out, so the fuel pump is operating correctly. It's as if gas isn't making it through the carburator - unfortunelty I am not very savy about carburators, so before I go tearing it apart, I wanted to see if you had any ideas of what it could be.

Check the fuel pressure with a fuel presure gauge-just because fuel came out while cranking it doesn't mean its the correct fuel pressure.

Could be the float needle valve is not opening and float bowl is not filling up-no fuel in it-Also the choke plate might not be fully opening and choking off airflow and causing it to flood the engine out
