I can think of 4 things that it could be
#1 radiator too small.
#2 water pump not working properly.
#3 fan clutch not working.
#4 head gasket bad or head cracked.

Check and make sure that the electric fan kicks on when you have it idling ( it may take a minute or two for it to kick on )
