Innova3130 c how to get a reading on a car that will not start

My car battery was dead for too long. Now the scan tool can't get a reading.

Well you need to start with a good battery. Once you are sure you have that you can try starting the car. The scan tool will be somewhat useless as the battery going dead will have erased any codes that were there before. If you have installed a new/good battery and it doesn't start, what does happen when you use the key? Dash lights? Security lights?
