1997 Honda Civic Vibrating and popping

My steering wheel is vibrating extremely hard while driving and I also recently noticed a weird almost popping sound when I slow down(not turning the wheel). It almost sounds like a flat tire but all my tires are fine. What could it be? Thank you

Sounds like you have a bad tire. However it may just be that they are out of balance.

Have your tires checked out.

All my tires look good no air leaks or any abnormalities and good tread so idk I just want to try and avoid spending a lot of $ if its something simple I can fix myself. Thank you for your reply
