Head Gasket Test?

I have a turbo charged Sohc show car Honda civic. I just replaced the head gasket and gasket sets a month ago, but now my car has stopped running and there is moisture on all four plugs. The head was tested and milled and we did a block test on the vehicle before hand to see if it was worth fixing. Could it be that we may have screwed up a couple of steps in re-assembly? What would cause water to be in all four chambers? The turbo is only at 3 lbs of boost and dyno tuned. It wasn't intended to driven hard and hasn't been since I've owned it. That's been 10 years now.

Based on what has happened with this, the only thing that makes sense is the head gasket is not sealing. So let's do a head gasket test again using this guide and see what we come up with:

The only thing that makes sense with the reassembly is the fact that the head was not torqued properly so I attached the entire process below for the head gasket.
