Look in front of the actuator (hydraulic cylinder) of the clutch. Should be an adjuster, try making the travel short couple of turns at the time.

I was told that the 98 accords do not have adjustable clutch. Is this true

The hydrolic clutches are not adjustable. The pedal is set. The old cable type could be adjusted. In no time you will be used to its position.
