98 Honda Accord EX - Engine shutting off while driving.

I have a 98 Accord EX 2dr, manual transmission, 130,000 miles, 4cylinder VTEC engine. The problem: engine shutting off while driving, engine shutting off while idling. When it shuts off, all lights come on INCLUDING the key ignition light. Sometimes it would die as I'm going 65mph, then I would pop the clutch or give it more gas and it would come back to life. Inevitably it would shut off again. And most of the time, the car doesn't start back up unless you give it at least 5 minutes. The engine clicks, but it doesn't start it back up right away. I've taken it in to 2 places and they couldn't diagnose the problem. I keep hearing its something with the fuel line, fuel gauge, etc. Then I hear it could be the ignition switch. What should I do? The computer shows up nothing. Like most people, time and money is not on my side. I want someone to find the exact problem and fix it, rather then second-guessing which part it is. Any suggestions or advice?

I might offer the need to look at the EFI main relay. They are a known problem and have been. The ignition switch come to mind as an other thing to look at.
