1988 Honda Accord LXI

My 1988 Honda Accord LXI, has 275,000 miles. My problem is that the headlights & dash lights are very dim, an occasionally when I turn them on, they pop up 1 at a time very slowly. I recently replaced the ECU due to waterdamage, I have a new battery and alternator in it as well and doesn't seem to be where the problem is. Any suggestions where to look from here?

You might want to relate more on water damage. If we are talking about something like flooding then I have to suspect that cleanliness of connections and grounding are your problem.
