2001 GMC C1500 Truck won't start

I ran out of gas and the next morning I tried to start the truck and it wouldn't start. We added gas to the truck and it still didn't start. The mechanic thought it was the fuel pump. We checked to see if we could hear the fuel pump and it didn't make a sound. We replaced the fuel pump and still nothing. We did not hear the fuel pump come on. What could be the problem at this point?

HAVE YOU CHECKED THE FUEL PUMP RELAY?
IT IS LOCATED IN ENGINE COMPARTMENT (DRIVERSIDE FENDERWELL)

There is also a 20 amp fuse protecting the fuel pump circuit which is located in the engine compartment adjacent to the fuel pump relay.
