1999 Ford Taurus low coolant light

Engine Cooling problem
1999 Ford Taurus 6 cyl 100000 miles

The low coolant light on the dash is on when there is water in the tank, but the fan does'nt seem to be working right, when idle the car temp. Rises. Is this a problem with the sensor? And would this casue the fan not to run?

The low coolant level sensor is attached to bottom of the coolant tank and should not effect the radiator fan, but the engine coolant temperature sensor does effect the fan so maybe it too is faulty.
