1995 Ford Taurus starting

When I put it to on where fuel pump is going to prime all it does is start making a clicking sound that comes from front of engine and never pressures up. When I turn key to start it turns but won't start

Possible fuel pump relay.
Also possible failed fuel pump.
Also possible bad ground.

The fuel pump relay is included in the multi-function controller located on the radiator support under the plastic panel that has the emissions info on it.

But FIRST. There is a ground wire attached to the radiator support to the left of the plastic panel. Check the integrity of this connection CAREFULLY! And THOHOUGHLY! This is one of the most important grounds in the entire car. Check for a voltage differential between that wire (test at the bare part of the terminal with the ground connected) and the negative battery terminal. There should be no significant voltage measured. If there is, clean and re-attach that ground. If this does not clear up the problem, the controller or pump is the next place to check.
