'88 Ranger hard starting & gas fumes

High miles, all original 2.9L. Real hard to start and lots of gas fumes until it runs a couple minutes. Runs OK when warm. Acts up when starting warm also. Have not done thorough troubleshooting, friends ride. Ideas?

Check the fuel press regulator, if blown it will dump fuel into the intake manifold
