2003 Ford Ranger

I have a 2003 Ford Ranger, I have misfire codes for cylinders 1 and 6. The truck runs sluggish uphill even with the pedal down. Could this be the misfiring causing unused gas to flow through the exhaust clogging the catalytic converter? I have changed the fuel filter, all spark plugs, and the #1 and #6 wires (I ran out of time so I went straight to the problem ones).

Last, where the heck can I get a California approved cat?

First, I would make sure the fuel pressure is good. Here is a how to for cecking it. You will need a pressure gauge. Most parts stores will lend or rent one to you.

As far as the converter, it could be plugged. Disconnect it to see if the problem goes away. As far as a CA converter, I would think that most parts stores there would have them. I live in PA, and when I purchase parts, I look them up myself and CA emissions is always an option.
