1994 Ford Ranger Engine Reving for no reason

My husband has a 1994 Ford Ranger, When he puts it in 3rd or 4th gear it revs real high. Sometimes it even revs high when it is in neutral. He has to turn the truck off sometimes to get the RPM's to go back down to normal. Does anyone know what could cause this?

Try cleaning out the throttle plate/bore and also check the accelerator cable could be binding/kinked internally. Or problem with the idle air control valve/motor and throttle position sensor.
