1994 Ford Mustang no spark or fuel

I just bought this car non running. The fellow said it just died on him. He put a new starter in it and primary ground to the top of the intake manifold. It is not getting any spark or fuel. The pump kicks in and has pressure at the fuel rail but dont seem to smell at all. It has new rotot, dist. Cap, and coil. Is this a wiring issue? Any ideas?Please help. Thanks

Check all your fuses, Fuel pressure at the fuel rail are the injectors pulsing, for no spark-check and test the hall effect sensor and ICM-sounds like a computer problem

How do you check for pulsing injectors? How do you check the hall effect sensor and were is it located?Thanks for the help man.
