1991 Ford Mustang won't start

I am having trouble getting my car to crank. I thought it was the fuel pump so I replaced it and put a new fuel filter on as well, but that was not the problem. I don't have a fuel pressure gauge but I can get some spray out of the nozzle on the fuel rail. I put some gas in the throttle body and it almost cranked, so I am getting spark. Any advice would be appreciated.

Even though its new check the fuel pressure if its within specs and also for injection pulses.

I replaced my fuel pump, fuel filter, and my fuel regulator. I am thinking about replacing my ecu. When I turn my key to the on position my fuel pump just runs instead of primering and shutting off.

What is the fuel pressure I need to know this before we can continue and also if the injectors are spraying fuel

The fuel pressure is within spec but the injectors will not pulse.
