when key is out of ignition fuel pump still runs and relays are clicking. What is the problem?

Try checking or replacing the ignition switch

IGNITION SWITCH
Check resistance between specified terminals with switch in each position. See IGNITION SWITCH RESISTANCE table. See Fig. 2. If resistance is not as specified, replace ignition switch.
IGNITION SWITCH RESISTANCE
Switch Position. Between Terminals No. Resistance
Off.1 & All Other Terminals.(1)
Accessory.1 & 8.(2)
Run.1 & 4.(2)
Start.1 & 5.(2)
(1)Resistance should be greater than 10,000 ohms.
(2)Resistance should be less than 5 ohms.
