Would not start at all it just clicked

Everything has been fine with my car until about a two weeks ago when it failed to start on my way home with groceries and just kept hitting the button until it did start (weakly too). The next day it would not start at all it just clicked. So I thought the starter locked up but I I removed that had it tested and got a new battery and neither fixed it. I then noticed a little key/locked car logo on the left side of the instrument cluster inside the rpm gauge. Changed key fobs and batteries in them also done nothing. The steering wheel will not lock either. Every time I try to start it just does nothing acc power and everything kicks on but no start.
