Exterior pull down car door lever

We have a 1968 American LaFrance Fire Engine. It has pull down levers on the front doors. The outside pull down lever is still attached to the door, but WILL NOT release the mechanism inside the door to open it. The interior lever works & WILL release the mechanism.

Do you have any suggestions. There are about 12 - 14 screws holding the panel on the inside of the door. The window is operated with a crank type handle. Should we be concerned about the window falling out when we take the panel off. And is the exterior handle operated by a spring or a lever.

I HOPE you could understand what I am trying to explain.

WE don't have any info for trucks like that however take the panel off and with window in the up position run your hand there and see if a clip is still connecting the rod that operates the door latch if it's like a car door those clips should be like ones used on cars and most of the time auto parts have them in stock in the help section of parts.
