Engine will only rev to 4000 RPM's

My car can only rev to 4000 rpm's when stationary in neutral. Up to 4000 rpm's it works without any problem. I am not sure if this is normal for this engine and has an engine rev protector or if something is wrong. Any information would help.

Hello,

This vehicle has set rev limiter at 4,000 RPMs in neutral. So yes it is normal.
It is there to protect the components.
The reason you cannot rev past 4,000 RPMs in neutral is because it is programmed to do so in order to protect the drivetrain.
Especially from hard launches from redline. Which puts enormous amount of stress on the components and can brake or have premature wear.
