RPM's spike when stopped or in Nuteral

I had my idle set to about 1500 rpm, today when I was sitting at a light they shot up to 2500 rpm and wouldent go down even after I restarted it and turned the a/c off. I read somewhere this might b a leak in the header causing the sensor to over compensate? What you think?

Clean out the idle air control valve and also look for a vacuum leak-
