Dashboard lights, headlamps, radio Lights, etc, blink on/off

Sounds like relay clicking in under dash fuse panel area. Checked all grounds. Local mechanic replaced main engine fuse box and the problem still exists. Put main fuse box back in and recommended taking to Kia dealer, although when mechanic consulted with Kia, they say this is an odd sounding problem. Anyone else ever had this?

Based on what I can see in the service information, all of the exterior and interior lighting is controlled by the IPS module which is part of the fuse box assembly located under the dash. With the information provided, it would be difficult to narrow down the specific cause, however its very possible there is an issue with the IPS which would require replacement of the instrument panel fuse box/junction block. I've attached pictures of what the fuse box looks like and how to access it for replacement purposes.
