Does not seem like there is any power going to the starter

I have replaced the starter, it was definitely bad. When I turn the key all lights buzzing etc, come on but nothing from the starter. Truck won't turn over. If I put a jumper wire in the fuse box, and put power straight to the starter it will turn over (still won't start (but it is up on blocks and I can't get in give it gas etc, ) seems like it would be the ignition starter switch, but all the lights buzzing etc. So I am uncertain. Just looking for some direction to move in.

The most likely cause of this is the relay itself. If you are removing the relay and jumping B9 to B7 and the starter turns over then all the wiring is ok and the relay is the most likely issue and I would swap it out.

Here is a guide that will help with testing the relays:

https://www.2carpros.com/articles/how-to-check-an-electrical-relay-and-wiring-control-circuit

There is one other possible cause of this if jumping the relay causes the starter to turn and that is the transmission range sensor has failed. So that is why we need to make sure we are jumping the B9 terminal to the B7 (see wiring diagram below).

If you are getting the starter to turn over by doing this then you know the TRS is ok because that is what supplies power to this terminal.

If it does not work then we can look into the TRS.

Please run through this info and let me know if you have questions on this. Thanks
