1998 Dodge Neon won't start

I replaced the timing belt and water pump myself, and was careful to not move the pulleys when I put the timing belt on. This engine is the sohc version. Now it will turn over but not crank. Any ideas to get it to start?

I would like you to perform a compression test on each cylinder and post back the results here.
