Car keeps overheating

I have a 1999 dodge intrepid and I changed the hoses running from the radiator to the engine but that didnt seem to fix it. My car has 2 fans and I think the problem is that the other fun isnt running? But when I am driving the car will get hot but not overheat, if I sit to long at a stoplight or something the car will get hot and overheat I do not know what is going on? Please help.

Sorry about that it is a 1999 dodge intrepid wit a 2.7, v-6 with approximately 80,000 miles
