2002 Dodge Dakota Engine reving

Hi when starting the truck it will rev up and down up to about 1500rpms and when in gear with foot on brake will do the same but not as high up to a 1000rpms. Have change spark plugs last year and changed the air filter last week.

Has the check engine light come on? It sounds like it could be an idle air control valve or a throttle position sensor. Also, have you checked for vacuum leaks? You should also remove the EGR valve and make sure it is working and not carboned to a point that it doesn't work.
