96 GRAND - TURN SIGNALS STOPPED WORKING

I have a '96 Dodge Grand Caravan, 3.3, 191000mi. The turn signals stopped working, but the gauges seem to work fine. We checked the fuses - none needed to be replaced, hooked up scan tool - came up with no problems, checked relays - none seem burned out, removed BCM - nothing looks wrong. We broght it in to a friend who owns an auto repair shop, first he said the BCM, now says some wires are broken and we may need to replace all the wires! Does this sound logical? Do you have any other ideas for us?

Has anyone checked the bulbs and the flasher

Yes, bulbs are fine and relay is fine. Also another problem is the wipers don't work properly. We did replace the multifunction switch, but that didn't fix either problem.
