2002 Dodge Caravan All Wheel Drive Automatic 111, 00 miles

The mileage on the van is 111,500 miles. Twice now we've started it on a rainy day and when we put it in reverse to back up the wheel was
EXTREMELY difficult to turn. Couldn't drive it. Tried putting it in drive and had the same result. Power steering fluid and pump have been checked and are fine. Have been driving it for 4 months with no problems before this. Any ideas what it could be?

If the power assist comes back when the engine warms up, suspect worn seals in the rack and pinion assembly. If the assist comes back when you raise engine speed slightly, suspect a worn pump.
