Strearing wheel is locked

I have a dodge carevan 2003 the steering wheel is locked, I have tried to push in the brake and turn the wheel it wont move.

Is the key in the ignition and in the on position?

Yes, turning the ignition should unlock wheel. Sometimes ignition is hard to turn because wheel is jammed by tension in steering. Move wheel back and forth as you try to turn key.
