So I connected the EGR valve to power and the plunger still opens and closes could it possibly be the connector from the vehicle by chance?

When the EGR is closed does it seal? If so reinstall it but don't plug it in to see what happens when you start it.

I'm not sure if it seals but I unplugged it and it does the same as of it were plugged in

Okay, we must be missing something, can you spray starting fluid to see if anything changes, also lets remove the spark plugs to see if they are carbon fouled. Let go back to basics.
I just replaced my spark plugs probably a little over a month ago but I'll pull them all and check and I'll let you know, I do have a new EGR valve on the way tomorrow as well

Yes, that is carbon fouled, I would install new spark plugs.

Too much fuel or no/low compression.

Yes, it can cause low vacuum which the MAP sensor can pick up on and add fuel

Well change the spark plugs and the EGR valve charge the battery and absolutely nothing same thing idk anymore
