Codes P1626, B2961 and U1064

So initially someone had driven the vehicle parked at friends and then went to leave and it wouldn't start again. Just cranks but not actually firing over. I came and got the vehicle. My friend at the time had more knowledge about vehicles so he looked at it and said the first thing was he saw the fuse for the BCM was missing. He said he had one, so he put one in that spot. Also, the security light would flash constantly. I tried the key relearn thing, friend put a resistor in under the steering wheel, and eventually the security light did go back to normal. And still is like it should. It will show on dash like the rest of the lights then go off in a second or two. But the vehicle still just isn't actually starting. We had to replace the starter just 2 months ago. I have had to put a charger on battery a few times because of how cold it's been outside here and the fact that it's not ever running to charge it I assume. We did a fuel pressure test a few months back and it was okay. I hear the fuel pump kicking on when I turn the key also. I really need this blazer fixed (1. It's my father's, who went ER in March, was severely sick, got transferred nursing home for his level around the clock care and had put him on ventilator and feeding tube) sadly he hasn't been able to come home since that day he left to go hospital in March last year. He asked that I take care of his vehicle and in return he let me drive it as I usually did to take him doctors, store, or if I needed to go anywhere. I have an older sister who isn't as responsible as I am, she had a key also to the blazer, and she drove it a few times with her boyfriend. (Neither have license) is why father told me to try and not let her especially drive it. Well, I noticed her boyfriend would mess around under hood and remove a fuse or plug here and there to make it seem like blazer isn't running, just so that I wouldn't come and drive it anywhere. They'd have it all to themselves. Well, she said she drove it to friends. Then they went to leave, and it just wouldn't start. And hasn't since. It's almost been a year! I don't have any way to get anywhere right now. I have severe social anxiety that makes it hard for me to even leave my house. I want so badly to figure this out and have it driving again so I can see my father who's only a 20-minute drive from me and tell him his vehicle is back on the road again. He has lost a lot his good spirits last few months and I just know he will be so happy hearing that news and seeing me visiting him daily! Always been close to my father. And I was taking care of him best I could until he went to hospital in March. Anyone any advice, suggestions, please get at me thank you sorry this is so long kind of wanted help fill y'all in. -Katie-

Hi,

I will try my best to help. Here is the thing: For the engine to run, it needs fuel, ignition spark, compression, and proper timing. You indicated it has fuel; however, that doesn't mean it's getting into the engine. So, I need you to try something. See if the engine starts for a couple of seconds and then stall if you use starting fluid.

By doing this it tells me two things. First, if it does start and then stall, I know we have a fuel-related issue. If there is absolutely no change, we likely have an ignition spark issue. In that case, I will need you to check for spark. Here is a link that explains how it's done:

Based on how this happened all at once, I have a feeling there is an ignition spark issue caused by a faulty crankshaft position sensor, but we need to test to make that determination.

Let me know if you are comfortable doing this. Also, hang in there. We'll get it running together. Nothing to worry about. However, you mentioned a person that would do things to prevent it from starting. Do you think he may have done anything differently to it? Is it possible for you to record it cranking, and upload it for me to hear? That may help me.

PS: The codes above are related to the anti-theft. You indicated the light is not on, correct? Interestingly, when the anti-theft is active, it shuts fuel down, but you said you can hear the fuel pump, so it doesn't sound active. Let me know.

Okay, if the codes you posted are all current codes, they point to the security system as the problem. It's possibly the resistor added to the system that is the issue. 2003 didn't use a resistor-based system, it uses a small switch mounted next to the key cylinder inside the housing. When the correct key is inserted, and the cylinder rotates it then sends a signal to the BCM and the BCM checks the signal and if it is correct, it will turn on the fuel injection system and it will start.
The P1626 is a code saying the powertrain control module didn't get that signal and will not turn on the injection system. The B2961 is an indicator that it thinks the key is in the ignition and the switch is shorted to power. Depending on how that resistor is actually installed it could be causing that code and it will cause no the start because the BCM cannot tell if the ignition is on or off. The U1064 code is a communication code and says that the powertrain modules lost communication with the BCM. It could also cause the P1626 code if the systems cannot communicate, and it will cause a no start because of that.
The first thing I would do is have the friend remove the resistor. Now to verify it's a fuel issue, remove the vacuum line that goes to the brake booster and spray some starting fluid in there, then block it and see if it will turn over and try to start. If it, does, it is the security system stopping the fuel. If removing the resistor doesn't help, then it's possible the BCM still has an issue caused by someone playing with fuses or wiring. If you have access to a scan tool, erase the codes, then try to start it with starting spray again. If it doesn't start you may need a mobile locksmith or a dealer level scan tool to reprogram to check the BCM and see if it is actually on the network or not. Some of the better scan tools will show the topography of the network and show if a module is working or not.

From what you find with the above it shouldn't be difficult to repair, but it may require the BCM to be reprogrammed or the ignition cylinder be replaced to repair all three issues.
Depending on where you are there may be a mobile diagnostician or mechanic who could come to you as well if you don't have all the tools.
