2003 Chrysler Town and Country How to Change Cabin Air Fil

Please advise as to how to change the interior cabin air filter (if indeed that is where it is). I have looked as per recommendations here on passenger side under dash but there is NO ACCESS door/panel. I can see where the filter is probably located but there is no access panel/door there. It is a SEALED unit. And appears that the entire blower assembly has to be removed to get to filter - seems crazy to me.
Once again there are NO latches - nothing but a large seamless box that has a "protrusion" that looks like the illustrations presented here but it is completely sealed.
Please advise!

Should be on the bottom of the lower evaporator housing just outboard of the passenger side of the instrument panel center stack. if not there then may not have been equipped with one.
