Is there a switch that could like restart the fuel pump. Help it to kick on. Also how would I change a fuel pump on this year and model

There is no switch. I wouldn't suspect the pump without using a fuel pressure gage. Some of the national brand autostores used to loan out a fuel pressure gage. Even if no pressure, I'd check for voltage and ground at the fuel pump connector, engine cranking. If proper voltage and ground with no pump action, I suspect the pump. Drain the gas tank, safely raise and support the vehicle, drop the tank, to get at the pump.

Green wire with white tracer is voltage for the pump. Black wire is ground. Also, check for applicable mil codes.
