my 4wheel drive service light stays on and every time I put it in drive and make a left or right turn my passagner wheel seem like it dont want to move on my 4wheel drive switch my led's light up then cut off

Sounds like you are stuck in 4-wheel drive. When you turn on dry pavement, and you are in 4-wheel drive, your wheels will act like you indicated. As far as the light, It could be a bad switch or an actual problem with the transfer case 4--wheel drive actuator motor  or the front axle actuator motor.
