car will start when cold and will not start at ll when its warmed up. Psi test60 until tried to start then dropped to 40

It had dropped to 40psi. You have a bad fuel pump or a plugged up fuel filter, 60 PSI is the minimum. So if you are running at 60 PSI and a fuel filter is not plugged. You have a bad fuel.
