Tail/dash lifgts on 97 Chevy Silverado 4X4

Hi, need help locating the problem causing the tail and dash lights to be out. Also out is the chime when the headlights are left on when car is shut off. All other lights are working fine. I have checked fuses/ bulbs, connections, and looked for breaks in wires, no luck yet. Could this be a bad switch or maybe cluster panel?

Replaced the switch, no luck. What else might cause the 2 lights to go out at the same time? Everything else seems to be working ok. The one thing I did not look at was the bulb in the dashboard. Would that cause the tail lights to go out as well? My sister in law has a 96 Monte Carlo, and she developed the same problem the other day.
