Engine not running?

I was driving and ran out of gas, so I tried to start it a few times just to see if I could go further, but no luck, so got a gallon in the tank, hopped in turned key, turns over but will not start, after checking few basic things tried again, nothing, called for a tow, stopped at gas station, filled tank tried again nothing! Anyway, its been in the 20s in the day to about low teens to single digits at night, it was 18 f when this happened, was wondering if buy trying to start after running, out, if I drew some moisture or water into fuel lines or pump and its now frozen?

Yes, that can very well be the problem! best thign to do is drop the tank and take off the lines in a heated garage and blow out the hoses wiht compressed air after they have warmed up and clean and scrub the tank out.

When you turn the key to the on position without cranking the engine over can you hear the fuel pump run in the tank for 5 seconds?

before you do that make sure the fuel pump is pumping, check for 12v at the fuel pump connector, if you have voltage then check to see that the pump is putting out gas, if nothign replace the pump, if it is putting out enough then clean out the tank the fuel filter and hoses as described above.
