1999 Chevy Silverado sometimes will not start on first try

I have been having some problems. Sometimes the truck will not start on the first try. If it dont I shut it all the way off and try again with the pedal all the way down and it will start. Could it be a tps or the fuel pump?

I have a 1998 with similar sounding problems. Mine however does not start if I have the pedal floored and try restarting. It will fire up for a second or two then die.

If you hear of any solutions pass them my way.
