Engine will turn over but will not start

Engine will turn over but will not start. Plenty of fuel pressure at fuel rail and lots of spark from spark plug I removed. I also noticed plug was very dry? When I turn key forward I hear fuel pump turn on. Also tried spraying starting fluid into intake still no sign of starting. Wasn't able to remove and test any other plugs do to limited space. If you have any tips I would greatly appreciate it. Thanx

The fact that the plugs are dry is concerning. This doesn't sound like a fuel issue just because you used starter fluid and it still didn't want to crank but the fact that the plugs are dry after all this cranking shows we are not getting fuel in the combustion chamber.

Even though there is pressure at the rail, I am thinking the best thing to do is confirm the pressure is actually high enough to start the engine.

This engine actually requires almost 60 PSI of pressure which is a pretty high amount of pressure so this may be a regulator issue.

Basically this is responsible for maintaining proper pressure at the injectors so let's start with checking it while it is cranking and see what it is.

However, if this checks out and fuel and spark are good then we need to check the compression.
