1995 Chevy Monte Carlo wont start but spins over

Car will not start--problems in the past--noticed while spinning over with key on that one wire was arching real bad--need wire replace I know--will this cause a no start

What wire is this? Battery cable-if so clean/properly tighten the battery terminals and try again

Car wil not start-its cranking over and won't start-could be a fuel or spark problem-
