2008 Chevy Impala excessive shaking or chattering

In mountain driving on steep grades of 6% - 8% when braking there is excessive shaking of the steering wheel. I have had the brake pads replaced and new rotors but problem still continues. Could this be an indication of something else as the problem?

Did the shaking change what-so-ever after the rotor change?

Where all 4 rotors changed? IF not which ones?

Did you or a shop do the replacement?

What grade of rotors were used?
