1996 Chevy Cavalier 6 cyl Front Wheel Drive Automatic

My dashboard lights have stopped working and its not because of a fuse. My turn signals, and hazards work, but im not able see how fast im going in the dark. How can this be fixed?

If fuse is good then remove instrument cluster and inspect the illumination bulbs

Same problem on my 95 cavalier and I replaced the bulbs AND the entire dashboard and still have the same problem. Dont know what to do
