1996 Chevy Cavalier cutting out and smokes black smoke

My 1996 Cavalier is cutting out and smokes black smoke and uses lots of gas like a3/4 of a tank to go 40 miles please help? We have gave it a full tune up spark plugs wires oil change and rechecked the spark plugs and wires all seem fine. Any Ideas I am a single mother and have to rely on this vehicle please help so I can have it repaired.

Running rich:

Could be a bad O2 sensor, excessive fuel pressure (bad fuel pressure regulator or plugged return line), leaky fuel injectors, dirty air filter or restricted air inlet, or a defective coolant sensor that prevents the engine management system from going into closed loop mode.
